No arrest of CDO-slapper Minister without PM nod

KATHMANDU, NOV 14 - Minister of State for Agriculture Karima Begam, who grabbed headlines after slapping Chief District Officer of Parsa Durga Prasad Bhandari, will not be brought to book despite a public offense case against her, if senior police officials are to be believed.

Begam slapped CDO Bhandari after he sent an old vehicle to receive her at Parsa Airport.

The police headquarters said the arrest warrant against Begam has been circulated to the Metropolitan Police after the CDO office corresponded with it in the capital.

However, referring to the arrest warrant, a senior police officer said  it was all about a technical process, "We are ready to arrest her if the Ministry of Home Affairs gives orders in this connection."

On the other hand, the ministry sources said that Minister Bhim Rawal could not do so without getting the go-ahead from Prime Minister Madhav Kumar Nepal and coalition partners in the government. According to senior officials at the ministry, it is  possible for  Nepal to do so since she represents  the coalition government, and Nepal has the courage to take the risk.

CDO Bhandari´s bodyguard on Wednesday filed a case against Begam, who stayed all day inside her ministry on Friday in the presence of police personnel.
