Minister slapping CDO 'a mockery of rule of law'
Rights watchdogs ask govt to take action against Minister Begam
It is an absolute mockery of the rule of law that a responsible person like a minister should beat up a civil servant on duty
KATHMANDU, NOV 13 - The human rights monitors and the civil society groups on Friday asked the government to look into and take immediate action against State Minister for Agriculture and Cooperatives Karima Begam for physically assaulting Chief District Officer of Parsa Durga Prasad Bhandari.
"It is an absolute mockery of the rule of law that a responsible person like a minister should beat up a civil servant on duty," said the joint statement issued by over a dozen human rights organisations on Friday.
State Minister Begam, who had arrived in Parsa on Tuesday to attend a function, had slapped CDO Bhandari inside his office for sending an old vehicle to receive her at Simara Airport. Following the incident, Begam has come under heavy criticism from all quarters and the Parsa District Police Office has issued an arrest warrant for her. She has been attending office guarded by tight security.
The rights watchdogs have concluded that the incident indicates that civil security is at risk and the country is heading towards anarchism. "We demand that the government take the incident seriously and start an immediate probe to bring the culprit to book," said the statement. The organisations calling for government action on the incident include INSEC, INHURED International, Collective Campaign for Peace, Association of Human Rights Defenders and Advocacy Forum.
