National unity govt desirable in Nepal: UNSG
A government of national unity remains desirable for timely promulgation of the constitution and for the successful integration and rehabilitation of Maoist army personnel
KATHMANDU, OCT 31 - United Nations Secretary General Ban ki-Moon has vouched for a national unity government for timely promulgation of the constitution and for deciding the fate of Maoist army personnel.
"A government of national unity remains desirable for timely promulgation of the constitution and for the successful integration and rehabilitation of Maoist army personnel. At the same time, a thorough review of the implementation of the Comprehensive Peace Agreement, which has not taken place since the signing of the agreement in 2006, could help restore mutual confidence among the parties and revitalise the peace process," Ban said in his latest report on Nepal on Friday.
The UN has stressed on formation of a political mechanism comprising senior leaders of the major parties to accomplish the task of concluding Nepal’s peace process.
Saying that the informal discussions and parleys and the mistrust among the parties will not solve the ongoing political deadlock, the UN body stressed on formation of an ‘official’ political mechanism to find a way out of the ongoing deadlock.
In his report, the UNSG has expressed concerns over failure in implementation of the major commitments of the peace pact and the peace process.
Failure of the committees under the Constituent Assembly (CA) to accomplish their tasks swiftly, absence of senior leaders in different CA meetings, among others, proves that the parties are not serious towards constitution drafting, says the report.
He has also said that he is still not assured of the task of integrating the Maoist ex-combatants into the state army. He, however, expressed his happiness over the process of discharge of the disqualified Maoist combatants from the cantonments.
He also urged the Maoists and their People’s Liberation Army, residing at the UN-monitored cantonments, to instantly implement the past agreements.
United Nations Mission in Nepal (UNMIN) was established as a special political mission in 2007, with a mandate which included monitoring of the management of arms and armed personnel of the Maoists and the Nepal Army.
